As is the case with all channelers in the Portal Stone
World, Kin members will receive a One Power score when their bio
is approved.
A random generator is used to determine the Kin’s
maximum Strength and Skill level.
Strength is set but gradually builds up to it’s limit as the channeler grows older. A Kin member of 20 may not have reached half her Strength yet while one at 150 will have long since reached her maximum Strength.
Skill is a different
matter, for this is directly linked to practice and the use of the
One Power. Kin members have a limitation in their ability to increase
their Skill since they do not have the same level of practice, education
and exposure to the use of the One Power as the initiates of the
White Tower.
For this reason a fixed
deduction of -5 is taken from each maximum Skill level assigned.
Example: Cynthia
has 27 Strength and 30 Skill.
Her
OP score reads:
Strength:
22 (27)
Skill:
20 (25/30)
This means: Cynthia is currently at 22 of her maximum strength and at 20 of her skill level. She will gradually reach her maximum strength over time but will be limited to 25 in skill as per the above explained restrictions.
The range for female channelers is:

It will become possible in the future for
Kin members to go up to their real maximum skill level, but this
will depend on where the Kin are as a group in the main storyline
and will require FL Staff approval.
Former
White Tower Initiates
Kin members that used to be WT initiates (Aes Sedai or less) will undergo a drop of their skill level as a result of their reduced use of the One Power. These Kin will be kept on the Retreat for a very long time (read: decades) to avoid exposure to the WT and they will spend at least their first Turn in the outside world in a non-channeling capacity, to avoid detection. This lack of practice over many decades drops the skill level to –5 below the Kin’s maximum, bringing her into the same limitations as the other Kin members. She will not ‘unlearn’ the weaves she knows, only get somewhat rusty due to the lack of practice.
When it becomes possible to go beyond the Kin limitations, these Kin members will pick up their old skills much quicker than the other Kin members who have never been at the White Tower. Making it possible for them to reach their maximum skill level much faster then.
